Appraisers should have a basic understanding of why flooding occurs, how to read a flood map, and where to find someone to help them learn more. Recognize the different types of flooding, learn how the National Flood Insurance Program is administered, and understand the components of a Flood Insurance Rate Map.&lt;/p&gt;

&lt;p&gt;The scope of work decision is the most critical one you will make in the development of an appraisal. After identifying the key elements of the assignment, you decide what needs to be done to arrive at assignment results that address the needs of the intended users of the appraisal. This seminar will help you become familiar with the broad range of services that you can offer under USPAP and give you practice determining the appropriate scope of work for various types of assignments. Return to your office with greater confidence when making scope of work decisions.&lt;/p&gt;

&lt;h4&gt;&lt;span style="color: #21567d;"&gt;VIRTUAL CLASSROOM VIA ZOOM&lt;/span&gt;&lt;/h4&gt;
&lt;p&gt;Virtual Classroom-Live/Interactive Participation Guidelines: Students must have computer, webcam &amp; microphone capability to participate &amp; receive continuing education credit. The platform will be interactive and live. The instructor must be able to physically see and interact with all students and students must be able see and interact with the instructor. A copy of your driver’s license must be emailed to the Chapter office as verification after you have registered for the offering prior to the offering start date. You will receive a separate email from the Chapter Office with log-in/access information. You do not need a paid account from ZOOM to participate. If you are using your Ipad/Iphone/smartphone please download the ZOOM app prior to offering. Please check your webcam privacy settings on your computer. If you have a Lenovo laptop, you must have the Lenovo Vantage App installed on your computer for webcam to work. &lt;p style="font-weight: 400;"&gt;Appraisal reports convey opinions and conclusions that are to be based on credible market support.  However, the reality is that this does not always occur.  USPAP requires the appraisal to have market support, sound reasoning and logic for adjustments in a comparison analysis, all components in a cost analysis and the multiple aspects of an income analysis.  This program will address the need for meaningful market analysis for properties that commonly transact and are located in relatively stable markets, using industry approved and peer tested techniques within the Six Step process.&lt;/p&gt;

&lt;p style="font-weight: 400;"&gt;The program reviews the underlying risk factors that impact all real estate &amp; the role of equity when acquiring and owning real property. Appraisal assignments generally seek to value the whole property as of an effective date and practitioners use the methods and techniques taught academically &amp; gained while on-the-job. We will review factors that contribute to many factors including but not limited to overall &amp; yield rates. It views investments from both the lender &amp; equity investors positions.&lt;/p&gt;
&lt;p style="font-weight: 400;"&gt;     While the various types of risk will be discussed, tools used by lenders will also be reviewed. Salient issues such as loan-to-value ratios, breakeven analysis, sensitivity need to be addressed when valuing income producing property. While most of the program will be relevant for the general practitioner, many risk issues are confronted by residentially valuers.&lt;/p&gt;
&lt;p style="font-weight: 400;"&gt;     This short program will also focus on the role equity plays when evaluating the real property rights. The program looks at the appraiser’s responsibilities as its pertains to the role of equity under USPAP, Interagency Guidelines, and similar documents such as Florida Statutes Title XXXII Regulation of Professions and Occupations which are used to evaluate the reasonableness of an appraisal service.&lt;/p&gt;

Through discussion questions and examples, the class compares behavior and actions that illustrate violations of the Code of Professional Ethics, and participants learn how referrals can be made. Participants are also introduced to the Appraisal Institute Guide Notes to the Standards of Professional Practice and use these Guide Notes to resolve everyday appraisal practice problems. At the end of the course, they learn about common errors in appraisal reports and review reports, and they respond to questions about challenges that arise in appraisal practice such as requests for updates and requests to change or add intended users. These are common business practice issues that appraisers encounter in various assignments, including mortgage lending, litigation, and property tax appeal. Other real-life scenarios in the course illustrate less common business practice issues such as an appraiser’s obligation when illegal or criminal behavior is observed.&lt;/p&gt;

&lt;p&gt;The seminar’s intent is to meet the criteria set forth in the CE requirement in HB284 (fair housing and appraisal bias) in Virginia and the new mandated CE requirement effective 11/1/2023 in Maryland.&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;CE is PENDING with the VA, NJ (PA reciprocal credit) and DE state boards; APPROVED in MD. It was not submitted to any other states.&lt;span class="Apple-converted-space"&gt; &lt;/span&gt;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;This seminar is being presented virtually via Zoom. Students must have computer, webcam &amp; microphone capability to participate &amp; receive CE credit. The platform will be interactive and live. The instructor must be able to physically see and interact with all students and students must be able see and interact with the instructor. A copy of your driver’s license must be emailed to the Chapter office as verification after you have registered for the offering prior to the offering start date. You will receive a separate email from the Chapter Office with log-in/access information. You do not need a paid account from ZOOM to participate. The goal isto go over Standard Operating Procedures (SOP) and share best practices. We will use the Hosting party’slocal area to go over the challenges of contracting an assignment and discussing the need for havingcontingency plans. Topics for the seminar include: Becoming compliant to fly; Marketing and the Demonstration Reel; Contracting an operation; Make sure you’re ready to fly; Assessing operational risk on site; Make sure you have the data; Different delivery systems for your client.&lt;/p&gt;
&lt;p style="font-weight: 400;"&gt;&lt;span style="color: #21567d;"&gt;&lt;strong&gt;Lamar Ellis, MAI, SRA&lt;/strong&gt;&lt;/span&gt;, has been appraising real estate for over 30 years, having begun his career as a staff appraiser &amp; construction loan inspector for a local Atlanta Savings and Loan Bank. In 1992, he began working as an independent fee appraiser for local Atlanta Banks. From 1999 – 2000, Lamar led a construction lending department in Georgia for Main Street Bank. He is a member of the Atlanta Chapter of the Appraisal Inst. and has served as the Educational Chair, Regional Representative, and on the Board of Directors. In 2014, he began to develop courses focusing on Drone Technology and Its Impact on the Appraisal Profession. He has presented in 41 States and internationally on the benefits of aerial inspections for real estate. In 2023, he earned the “Outstanding Service” Award from the Appraisal Institute for introducing Drone Technology into Real Estate Valuation.&lt;/p&gt;

You’ll gain a basic understanding of how Low-Income Housing Tax Credit (LIHTC) programs work and recognize how other affordable housing programs interact with LIHTC units. &lt;p style="font-weight: 400;"&gt;This important course provides information about standards and ethics requirements for valuers in general and, more specifically, for valuers who belong to the Appraisal Institute. Through discussion questions and examples, you’ll identify behavior and actions that illustrate violations of the Code of Professional Ethics, and you’ll learn how referrals can be made. You’ll get an introduction to the Appraisal Institute Guide Notes to the Standards of Professional Practice and see how the Guide Notes can be used to resolve everyday appraisal practice problems. Finally, you’ll learn about common errors in appraisal reports and review reports, and they respond to questions about challenges that arise in appraisal practice such as requests for updates and requests to change or add intended users.&lt;/p&gt;

New case studies and tools are provided to help you learn how to better navigate USPAP in order to solve problems in your daily appraisal practice, and a USPAP Reference Manual is included with the course handbook. The topic of bias and appraisal practice will be covered using Advisory Opinion 16 showing how an appraiser can comply with USPAP as it relates to fair housing laws. The course will help you gain competency in USPAP, and it will help those subject to state licensing or certification and continuing education requirements imposed by professional organizations, client groups, or employers gain competency as well. NOTE. Appraisers must successfully complete the 7-Hour National USPAP Continuing Education Course every 2 years to meet the USPAP continuing education requirement. &lt;p&gt;&lt;em&gt;&lt;span style="font-size: 14px;"&gt;This offering is approved by VA and MD and can be applied to their fair housing/bias requirements.&lt;/span&gt;&lt;/em&gt;&lt;/p&gt;
&lt;p class="Default"&gt;This course explores fair housing, bias, and discrimination in real property valuation services. Starting with the basics, it will review federal fair housing laws enacted over the years, including the Civil Rights Act of 1866, the Fair Housing Act of 1968, the Housing and Community Development Act of 1974, the Fair Housing Amendments Act of 1988, and more.&lt;/p&gt;
&lt;p&gt;We will also look over the Equal Credit Opportunity Act of 1974 (ECOA), the Real Estate Settlement Procedures Act, Section 8 (RESPA), and the Housing for Older Persons Act of 1995 (HOPA). We will discuss the concepts of redlining, the fair housing complaint process, HUD enforcement, Department of Justice enforcement, private lawsuits, and new penalties and sanctions for non-compliance.&lt;/p&gt;
&lt;p&gt;There are several different types of biases. We will review definitions and examples of biases, particularly those that may be unintended and potentially occur in real appraisal work.&lt;/p&gt;
&lt;p&gt;The current edition of the Uniform Standards of Professional Appraisal Practice (USPAP) will be reviewed for guidance on fair housing, bias, and discrimination.&lt;/p&gt;
&lt;p&gt;Finally, this course will offer suggestions for appraisers to consider to avoid unintentional fair housing bias and discrimination violations and what they should do if they find themselves the subject of a fair housing complaint.&lt;/p&gt;
