 nvey opinions and conclusions that are to be based on credible market supp
 ort.  However\, the reality is that this does not always occur.  USPAP req
 uires the appraisal to have market support\, sound reasoning and logic for
  adjustments in a comparison analysis\, all components in a cost analysis 
 and the multiple aspects of an income analysis.  This program will address
  the need for meaningful market analysis for properties that commonly tran
 sact and are located in relatively stable markets\, using industry approve
 d and peer tested techniques within the Six Step process.</p>\n<p style='f
 ont-weight: 400\;'>We will focus on how this can be accomplished in an inf
 erred market study. Market analysis precedes and is the underpinning of th
 e highest and best use analysis and conclusion.  Many valuation reports co
 nvey opinions but often lack the underlying data and analysis to support t
 he opinions and conclusions expressed in the report.  The underlying marke
 t data and its analysis is often poorly communicated due to clients reques
 ting a quick turn-around time frame or the impact of other restrictions.</
 p>\n<p style='font-weight: 400\;'>This program delves into all aspects of 
 an Inferred market analysis which is the underpinning of a meaningful high
 est and best use analysis and conclusion.  Each step in the Six Step proce
 ss will connect theory and practice to assist residential and non-resident
 ial practitioners in writing more complete and meaningful appraisals\, reg
 ardless of the medium used to communicate the report.  The goal will be to
  offer pragmatic ways to comply with USPAP and allow clients and intended 
 users to more fully understand all the work done by an appraiser.  The pro
 gram is designed to show how USPAP and appraisal practice and theory can b
 e presented in a succinct manner that will be meaningful to users while de

 s that illustrate violations of the Code of Professional Ethics\, and part
 icipants learn how referrals can be made. Participants are also introduced

 roblems. At the end of the course\, they learn about common errors in appr

 </strong></span>\, has been appraising real estate for over 30 years\, hav
 ing begun his career as a staff appraiser & construction loan inspector fo
 r a local Atlanta Savings and Loan Bank. In 1992\, he began working as an 
 independent fee appraiser for local Atlanta Banks. From 1999 – 2000\, Lama
 r led a construction lending department in Georgia for Main Street Bank. H
 e is a member of the Atlanta Chapter of the Appraisal Inst. and has served
  as the Educational Chair\, Regional Representative\, and on the Board of 
 Directors. In 2014\, he began to develop courses focusing on Drone Technol
 ogy and Its Impact on the Appraisal Profession. He has presented in 41 Sta
 tes and internationally on the benefits of aerial inspections for real est
 ate. In 2023\, he earned the “Outstanding Service” Award from the Appraisa
 l Institute for introducing Drone Technology into Real Estate Valuation.</

 l Foundation\, focuses on USPAP requirements for ethical behavior and comp
 etent performance by appraisers. New case studies and tools are provided t

  with the course handbook. The topic of bias and appraisal practice will b
 e covered using Advisory Opinion 16 showing how an appraiser can comply wi

 ourse explores fair housing\, bias\, and discrimination in real property v
 aluation services. Starting with the basics\, it will review federal fair 
 housing laws enacted over the years\, including the Civil Rights Act of 18
 66\, the Fair Housing Act of 1968\, the Housing and Community Development 
 Act of 1974\, the Fair Housing Amendments Act of 1988\, and more.</p>\n<p>
 We will also look over the Equal Credit Opportunity Act of 1974 (ECOA)\, t
 he Real Estate Settlement Procedures Act\, Section 8 (RESPA)\, and the Hou
 sing for Older Persons Act of 1995 (HOPA). We will discuss the concepts of
  redlining\, the fair housing complaint process\, HUD enforcement\, Depart
 ment of Justice enforcement\, private lawsuits\, and new penalties and san
 ctions for non-compliance.</p>\n<p>There are several different types of bi
 ases. We will review definitions and examples of biases\, particularly tho
 se that may be unintended and potentially occur in real appraisal work.</p
 >\n<p>The current edition of the Uniform Standards of Professional Apprais
 al Practice (USPAP) will be reviewed for guidance on fair housing\, bias\,
  and discrimination.</p>\n<p>Finally\, this course will offer suggestions 
 for appraisers to consider to avoid unintentional fair housing bias and di
 scrimination violations and what they should do if they find themselves th
